Global Summit to End Sexual Violence in Conflict: Closing remarks by UN Special Envoy for the UN High Commissioner for Refugees
For me, as I suspect for many of you, this Summit has been an emotional experience.
We have all come together, based on a common desire to end warzone sexual violence, and mapped out every area of action we need to take.
There is no doubt, after these four days, that we know what to do:
We need to entrench the international protocol, so that we begin to deter these crimes and end impunity.
We need to put survivors in the forefront of our efforts – not as victims, but as inspiring and resilient people who can guide us to the right choices and decisions.
We need to pool our expertise and close the gaps in our laws and capabilities.
I thank everyone who has played a part and shared their wisdom, from Presidents to practitioners in the field.
The test we now face is whether we can make a difference on the ground.
There are thousands of people living in the shadow of sexual violence at this very moment.
There are conflicts where rape is openly incited.
Young lives are being ruined by sexual violence in in Syria, South Sudan and Central African Republic, as we gather here, as we speak.
For people in those countries, the actions we have promised cannot come soon enough.
For them, shattering impunity must begin now.
I hope that all of us, having met survivors here, will understand the true urgency of this situation.
We can never again plead ignorance – we know what is at stake – and we must work to end impunity in those conflicts now.
For this to happen, warzone rape must remain at the top of the international agenda – at the Security Council, in regional bodies, and in the foreign policy of each of the countries gathered here today.
Now that we have taken up our responsibility, we must never put it down again.
I have been inspired by the number of male leaders who have shown that they are now proud to champion this cause.
Raise your voices, and use your influence to inspire the next generation of men to value and honour women.
I leave this Summit inspired, and full of resolve for the future.
We will not succeed in eradicating warzone rape overnight.
If we can share what we have learned and inspire others to join us;
If we can keep in the front of our minds each of the survivors that we have met here;
And think of all the activists and doctors who are returning not to comfortable offices but to the frontlines of this struggle;
Then I know that we will find the strength to stay the course for the future – and that we can and will end impunity.

Hollywood couple Brad Pitt and Angelina Jolie have arrived hand-in-hand for the final day of the global summit to end war zone rape.
Foreign Secretary William Hague, who is co-chairing the summit to End Sexual Violence in Conflict with Jolie, arrived at the ExCel exhibition centre in London’s Docklands with his wife Ffion.
Jolie and Pitt put on a public display of affection yesterday at the summit – putting their arms around one another – as they stopped to look at a picture in a gallery.
The Tomb Raider star and Mr Hague have launched an international protocol which they hope will “really, truly end impunity” when it comes to sexual violence in conflict.
In a speech, Jolie said: “For me, and I suspect for many of you, this summit has been an emotional experience.
“We have all come together based on a common desire to end war zone sexual violence, and we have mapped out every area of action we need to take.”
The actress said there is “no doubt” that after these four days it is now known what has to be done.
Mr Hague described the last three days as “remarkable”, and said the summit has “opened the eyes of the world to this issue”.
The Foreign Secretary greeted US secretary of state John Kerry as he arrived at the event.
Mr Kerry hailed the efforts of Jolie and Mr Hague. He described the Oscar-winning actress, who is special envoy for the UN High Commissioner for Refugees, as a “fierce and fearless advocate”.
“We’ve all watched her play many remarkable roles but perhaps her most lasting legacy actually comes from a role she plays in real life, and that is the role of fierce and fearless advocate,” he said.
Speaking about Mr Hague, who he pointed out has travelled extensively and met those affected by sexual violence, Mr Kerry said: “He has not just seen these unspeakable horrors, but he refuses to stay silent.

Closing plenary of the opening of the Global Summit to End Sexual Violence in Conflict 2014
MANILA, Philippines – Delegates from over 100 countries were in London for the four-day Global Summit to End Sexual Violence in Conflict.
The summit put together ministers from more than 120 countries, civil society groups and non-governmental organizations – more than 1,200 delegates from all around the world. Outside the conference hall, artists, musicians and the public gathered around musical and theatrical performances, lectures and discussions from survivors and those fighting for them. Add to that, the star power of co-chair Angelina Jolie and her partner Brad Pitt.
The 4-day conference aimed for concrete results, and it delivered a joint effort that took about a year to put together: an International Protocol to help first-responders with best practices for investigating and documenting sexual violence in conflict. The goal is to beef up expertise so that perpetrators can be brought to justice. On Day 3, co-chairs Jolie and Hague appealed to nations to sign it.
At the closing plenary, conference organizers announced at least 155 nations had signed the Declaration of Commitment to End Sexual Violence in Conflict.
US Sec of State John Kerry called it the largest gathering globally on this issue. He outlined why he believes it’s possible to end the trilogy of war: rape, pillage and conquest.

Speech from United Nations Special Envoy Angelina Jolie
Imagine witnessing a member of your family taken from your home by armed men and raped, or sold into sexual slavery, or imprisoned and tortured sexually.
Imagine that happening to tens of thousands of other women, men and children in your country, for years on end, and living in that dangerous and traumatic environment.
And imagine how you would feel if the rapists were allowed to walk free for the rest of their lives.
This is the reality for millions of survivors of warzone sexual violence and the reason for our campaign. We came together because of our closeness to one particular country, Bosnia. There, up to 50,000 women and an unknown number of men were raped during four years of conflict. Bosnia is in the heart of Europe, the world’s most stable and peaceful region. But twenty years have passed without justice for the vast majority of those victims.
This week, we will host representatives of over 100 governments, the Heads of 8 UN Agencies and nearly a thousand experts here in London. More than ¾ of all the world’s nations have endorsed the Declaration of Commitment to End Sexual Violence in Conflict we put forward last year. It is our hope that Kenya will in future join these governments, endorse the Declaration and support this global effort to put an end to rape and sexual violence in conflict.
Rape has been used as a weapon of war repeatedly in our lifetimes, on every continent and in every major conflict. It has nothing to do with sex, and everything to do with power and the desire to conquer and humiliate. The nature of the act consigns many survivors – of both sexes – to a lifetime of isolation, exclusion, and fear.
In some countries survivors of rape are regarded as prostitutes, and are rejected and considered unfit for marriage. Without social acceptance, many are consumed by shame and mental suffering, and scarred by physical injuries. Without legal recognition, they often lack financial support, healthcare, or the counselling needed to recover from their experiences. The victims are often very young children, whose bodies, minds and future can be irrevocably damaged.
Such is the corrosive power of the stigma that it often attaches itself to the next generation – to children born of rape, or the families of survivors. This powerful taboo around warzone rape also explains why its scale and severity is not widely understood. But from our own experience anyone who hears these stories finds their very soul revolt against such injustice.
Around the world memorials are built to people who have given their lives in conflict.
Imagine how vast an edifice would be needed to record the suffering of all the survivors of rape in conflicts in the last hundred years. New names would have to be chiselled onto it every day, because these crimes are happening as you read these words: in Syria, South Sudan, the Central African Republic, and other countries.
We’ve joined forces because we share several unshakeable convictions. First, we are convinced that rape and sexual violence are not inevitable, but a deliberate tactic of war that can be deterred, prevented and punished.
Second, we believe the fundamental issue is justice. Each time these crimes happen and the world does nothing, a precedent is set that sexual violence can be used with impunity: whether the victims are schoolgirls in Nigeria or refugees in Syria.
Third, this is a moral responsibility. No country can say they believe in human rights and choose to turn a blind eye to sexual violence in conflict. But it is also a vital foreign policy issue, fuelling instability and conflict. Ending it is a national security imperative.
Fourth, while men and boys are also victims, sexual violence in conflict is holding back the rights of women everywhere. Each day we read of the suffering of women at the hands of abusive husbands or draconian legal systems. If we can shatter impunity for sexual violence in conflict, then we can accelerate a change in attitudes towards women in many other settings.
Fifth, we both refuse to accept that sexual violence in conflict is a problem that is simply too vast and complex to be tackled. Much the same thing was said about the slave trade, or about banning the illegal arms trade. When public opinion is roused and governments stir themselves, change can be rapid.
At this week’s conference we will launch the first ever International Protocol on how to document and investigate sexual violence in conflict. Over a year in the making and the work of hundreds of experts, it will help investigators preserve information and evidence in the aftermath of an attack, improve the chances of successful prosecutions, and protect victims from trauma.
We will ask countries to bring their laws on rape and sexual violence into line with international standards. We will call for all soldiers and peacekeepers to be trained to understand and prevent warzone sexual violence. Simple measures, from installing lighting in refugee camps to accompanying women collecting firewood, can dramatically reduce the number of attacks, and we want these basic protections to become universal.
We will urge countries never to grant amnesties for sexual violence, and pursue the most infamous wanted men like Joseph Kony. We will ask for new funding for survivors and the groups who work with them – the unsung heroes whose work we build on.
There is no law that can be passed or treaty adopted that will abolish warzone sexual violence overnight.
This is a cause for our generation and the truth is that governments will never achieve this by themselves. Ending sexual violence in conflict requires us to break the mould. We need governments and citizens and civil society to work together, in a new model for how we tackle vast global issues.
It is in our power to remove rape as a weapon of war from the world’s arsenal of cruelty. And it is in our hands to treat victims not as social outcasts, but as courageous survivors.

John Kerry joins calls for end to sexual violence
LONDON (AP) — U.S. Secretary of State John Kerry has joined actress Angelina Jolie and Britain’s foreign minister in calling for an end to rape and sexual violence in conflict zones.
Addressing the closing ceremony of a four-day London summit, Kerry said it is time to “banish sexual violence to the dark ages in the history books.”
He said the issue was personal to him as a war veteran and father of two daughters.
Kerry echoed appeals by Jolie, a United Nations special envoy. She urged those attending Friday to keep lobbying for action against war zone rape, and concluded: “We can and will end impunity.”
The summit, billed as the largest gathering ever held on the topic, has drawn hundreds of officials, diplomats, activists and survivors of rape in conflict zones.

Angelina Jolie – Angelina Jolie Wins Royal Seal Of Approval For Anti-rape Summit
Angelina Jolie continued her campaign to end sexual violence in war zones by meeting British royal Camilla, Duchess Of Cornwall in London on Thursday (12Jun14).
Alongside Britain’s Foreign Secretary William Hague, the Hollywood actress launched the Global Summit to End Sexual Violence in Conflict in the British capital on Tuesday (10Jun14).
They have continued to promote the drive in the U.K. all week, and on Thursday they headed to royal residence Clarence House for a special meeting with the wife of Charles, Prince of Wales.
The trio discussed the women’s campaign, which is trending on social media with the slogan #timetoact, during the meeting.
A post on the official Twitter.com account for Clarence House reads, “The Duchess of Cornwall has met @WilliamJHague and @UN Special Envoy Angelina Jolie to discuss their #TimetoAct work.
“The Duchess has visited a number of projects over recent years working with victims of rape and sexual abuse, and is keen to raise awareness.”
