Akira Toriama said that Goku would have been around the power of a Super Saiyan 6, Bills would be the power of a Super Saiyan 10, and Whis would be SSJ 15. I dont know the exact power level though.
Beerus, who at the beginning of the movie, was said to be the strongest in the universe said that Whis was stronger than him. Akita Toriyama stated that on a scale, Beerus would be a 10 and Whis would be a 15. (I believe that is correct, if not, comment about this. I forget what Goku was, but I think an 6.) Oh. I see now. Goku is a 6. ( He did say super saiyan levels, just a scale.)
At the moment he's the strongest being in existence.
Toriyama confirmed that he's the strongest, but even without his confirmation it's kind of obvious due to him knocking out Beerus with one hit, who Goku couldn't even battle damage...
Toriyama Scale:
Super Saiyan God = 6
Beerus = 10
Whis= 15
