Why is this so normal?!?!?!

Why, in chapter 23 and episode who knows, is it so normal that "Natsu" is a lizard? I mean, he doesn't have transformation magic, so when Romeo comes in carrying a talking lizard why does everyone immediatly accept it as Natsu? Is it just normal for Dragon Slayers to become lizards and it hasn't been properly explained yet? This is making me tear my hair out!
Why is this so normal?!?!?!

uhhhh.....that lizard is actually Macao. He says that he still owes Natsu, from saving him from the take-over of the vulcan. So ya....he just transform into a lizard and let Romeo carry him to the guild and pretend to be Natsu, so that Natsu can find Erza at the council.

Well, dragon slayers do have the ability to transform any body part to that of a dragon's, n basicaly dragons ARE lizards right? So...I guess it's normal.
