How do you think Jefferson got back to Fairy Tale Land?

In 'Hat Trick' Jefferson tells Regina when they go to Wonderland, that "the same amount of people that come through have to come back. It's the hat's rule, not mine." However, in 'The Doctor', Jefferson jumps through the hat with Victor. Two people went in, two people had to have come back. Victor didn't come back, but in 'Hat Trick' we see Jefferson back in Fairy Tale Land.
