I don't think we've seen enough of Belle yet, or of them together, to judge. They haven't even had an actual relationship yet, other than sort-of becoming friends!
I say Rumple only because he loved her enough to let her go, and because he stood waiting for her, praying that she'd come back. And because of that look on his face when she said she couldn't love Gaston due to superficiality. And because I think he knew that he loved her, whereas she said "I might love him" rather than "I do love him." I think Rumple had this moment where he realized he was in love with her. You can actually pinpoint it in "Skin Deep."
But honestly I think it's pretty equal.
