Why is Scooby and Shaggy most of the time the live bait?

because they are the best for the job and ithink thats one of the concepts of the story,that shaggy and scooby are scaredy cats and they always get picked for the job!!

Because they are the fastest. Hardly anyone would catch them and that's prime for the gang to try and lure the villians into a trap.

Because if they were left to trigger the trap they would either forget when to trigger it, or freeze/run away when they saw the monster.

Since they always run when they see a monster, or when they think its a monster, it's only right to put them where they have to run.

because they are fast runners.

Shaggy and Scooby are used to lure the monster/villains into their traps because of how fast they run especially when they see them I believe that might have been explained by Fred in one of the Scooby-Doo Where Are You! Episodes which I forgotten the name of the episode.
