How come anything stops Gumball from kissing Penny?

ive noticed in any episode ive seen where gumball gets close to kissing penny,something always stops him.

true, what usually stops them from kissing is that they are both in will of keeping the suspense of the love in tact and they are too afraid to express their love for eachother.
