It is his features (eyes, nose, mouth) that have been photoshoped onto a picture of Chad Michael Murray (just search Chad Michael Murray in google images and you'll find the original picture) I'm surprised this photoshopper has been able to fool many people for years with this pic :P posted over a year ago.
