Why is it that, noone can use their powers on bella, but in the movie New Moon jasper can use his on her....?

This is because all the other powers that are use involve things in her mind where no one can enter, while jaspers power just affects the body

Just like in the books, Jasper and Alice can always use their powers on her. Their powers are physical. Emotional control, visions, they aren't mental.

Emotions don't necessarily come from the mind. They come from the heart of a person. Their mind tells them to react to whatever they are feeling. Minds are similar. The reaction to pain is usually the same. If you are physically hurt, you will scream out. That's instinct, or the mind. But, if you cry, that depends on the person and how sensitive they are. Am I making sense? If someone says something ridiculously mean to you, emotional pain, the reaction varies.

Jasper controls emotions. That is well, emotional. Alice can kinda use hers on Bella.
