Of course that's a lot! Every fifth citizen of Ukraine either is Russian or is related to Russia in some other way. You NEVER hear Ukrainian there in the eastern part of Ukraine and in Crimea. You can hear surzhyk (a mix of Russian and Ukrainian) there in the central part of Ukraine. And you can hear true Ukrainian speech only in the west of Ukraine. It’s awful! Despite I’m half-Russian this statistics really makes me angry! Why do Ukrainians want to speak the language of their neighbours but their native language? FUUUUUU
