He entered by the main door as guards where entering and then followed a guard to a certain section. The door to the section needed a special card to open...

There were a two guards in the section he was in, he saw a sign that had 'DANGER RATING 1' so he figured that this was where the prisoners that didn't have a dangerous ability were held...
