What bothers you more?

How do you rate images, usually?

Let's say someone is rating some stuff, but finds something that doesn't meet his/her expectations, What should be the right (fair) course of action?

Should there be a "report as a troll" button on comments?

Just because somebody rates low because of the content, quality, etc. is it fair to bring the rateing up?
