Not at all; they have some overlap, at best. Someone can be sexy without having any beautiful qualities. It's even easier to think of beauty without any trace of sexuality or allure.
To put it another way, sexiness is generally a visceral response, whereas beauty is generally an aesthetic response. Sometimes you can have someone be beautiful and sexy in the same moment, but it isn't all that common.
