This seems like it's about fighting communism. The heavily accented burgermeister's all "no toys, no fun, the children have to work". And Santa's like, no! The children need material goods!
Definitely not the Christmas spirit going on here! Not such a bad kiddies program. Not as good as "The Year Without A Santa Claus", now that's a favourite since i was a child.
