Well, that's an interesting question. I'd assumed that one of two things applied:
1) That the creatures were actually small versions of the big creature like fractals: every piece of the giant was a miniature creature in itself.
or
2) That the big creature was producing offspring, hatching them and dropping them into the streets to feed and grow.
It hadn't occurred to me before your question that they might somehow have been new after it arrived in the city, perhaps a defense mechanism that it activated after it was attacked. Also, writing this, another idea presented itself, which is predicated on the idea that the thing is of extraterrestrial origin: that the little creatures were passengers on the giant creature/vehicle.
