No, because I mean think about it... some schools probably wouldn't HAVE an athletic team if they drug tested them... most high schoolers experiement and I mean, if they use hair it goes back 6 months, and the other goes back at least 1 month, so they'd be in trouble...

Yes, of course. For the safety of their health and, well, the whole school! I really don't think my answer needs to be explicable with that being said...
Testing them on drugs without reasonable suspission is violation of their privacy without a good reason.
If there is a good reason, then maybe. But unless they are in professional leagues of sport, a school should not have the power to invade the privacy of a minor.
