It is unlikely that Obama has ever heard of Bob the Builder and even if he has there would be no point in using that in his presidential speeches on purpose if he's not trying to address these 5-7 year old boys it is apparently so popular with, considering they can't vote.

wow I guess the time in which I actually watched it was before I could distinguish accents...I just remember my brother shouting "BOB THE BUILDER!!!" at my babysitter's house...

But is this plagiarism? Can you hold the rights to a political slogan? Did the person who first used it has a patent on it or something like that?
Because I don't think you can speak of plagiarism when no one holds the rights.
