Uh...I'm not entirely sure what you mean.
Those Iconplz are the accounts just used for their avatars, right? Create a new account, and upload the icon. Then, for the icons to show around the DA, type :icon___: (the line is where the DeviantArt name goes) in certain comment areas. It works for every DeviantArt name on the site. Although, icons do not show in signatures. If you're looking for the emoticons, then there should be a box next to the comment area, and emoticons show up at the bottom right.

Example: :iconcaptainlinebeckblack: (Eh, its my screen name).

to put a plz icon in your comment you would to ex. :iconimhappyplz:

If you just wanna put sumone icon in your comment then you put in :icon____: *insert random name on the line.
