In the new series cannon Time Lords are not born they are loomed fully formed. The Doctor always speakse of going through childhood and even his stories indicate growing up. Was there a growing up period for Time Lords?
Yes I thin they do have a child hood as in The sound of drums especially the doctor and the master have a long convesation about the toclafane being used in fairy tale stories when they were children and it also show a clip of the master when he was just eight years old looking into a rip in time as that is what they had to do
