Nope. Joey and Phoebe never dated. Joey once dated Ursula, Phoebe's twin sister, but never Phoebe. They were close though, really close. They even go out for dinner once a month to 'discuss' about the other guys (as claimed in Season 7 Episode 11: The One With All the Cheesecake). ;P
