In S2E2 why does Kaito say to Adam "Of all of them I never expected it to be you" when Adam was the evil one, so wouldn't he be the one you expect? (add please)

I was watching it the other night and I noticed this. Didn't get why Kaito wouldn't of thought that it would be Adam when he was supposed to be the evil one out of the Elders. Also who attacks Angela when she is being interview by the police cos its obviously not Adam, so is it Laury?

i think he didnt expect it to be adam coz he was locked up and wasnt really gna escape until peter helped him get out
