why in the movie it why does he kill little kids and does he kill certain people?

like when he was on the sewer and he said everything floats down here and he grab that little kid when he was reaching for his boat why did he kill him??

I think he goes after the kids who had the worst childhoods...you know parents didnt love them...or parents who were abusing them....its Stephan King...he doesnt always explain everything clearly...
