I believe that the genius was Pinky and the Brain was insane. In every episode Brain fails (well most of the time) and there were a few instances in which Pinky quitely solved problems if my memory serves me right. Totally up for discussion, I have been wondering this for years.
They were saying that brain is the genius and pinky was insane because in the beginning they showed brain when they said "one is a genius" and pinky when they said "the others insane" But pinky's plan did work in an episode but later brain messed it up. But other times pinky goofed it up.
