it might be because he isnt (well kinda?) human anymore. he has no heart now and is the captain of the flying dutchman. so maybe he is still good but not fully innocent anymore.

i think when they 4th one comes out if it ever does, you will find will turners character a ver different person.
being he is captain now... someone he was close to before may have to make a deal with him to get off the flying Dutchman, and he wont be able to let them off, even if he cared or does care for them.
because of the rules to the world in which they live.
So i wouldnt call him evil... but highly changed

he did look evil to me, I even think his character changed in the 3rd film T__T
