Actually,you are all right in a way.
Each generation of pokemon have their ultimate pokemon:the strongest pokemon of all time are mewtwo,ho-oh and lugia,groudon,kyogre and rayquaza,and last but not least arcues.
I think that in the real pokemon story the actual strongest pokemon is Mewtwo;in the movie he is the stronger clone of Mew,he defeats every pokemon who oppose to him,he can speak and has enormous power even on humans.
Myself,I believe that the best pokemon are the pokemon you train with the most care,to the highest level,to whom you have givin the best gifts such as boosters like iron,zinc etc...and if you can fight with the best strategy possible with your pokemon then those pokemopn are the best.
I have finished every generation of pokemon completed entirely every pokedex,defeated every friend of mine in combat and never used a code and never were my best pokemon Legendary pokemon.

Arceus is strongest, but he isn't out yet so you hafta use Action Replay. He is in the game, but I don't think that you can get him yet.

i think mew and arcues r the strongest pokemon cuz mew can trasform into any pokemon n arcues can change its type with plates.

Charazard+Pickachu are some of only ones I can remember.I stopped watching it after the first season because I thought they overdid it adding another 150 pokemon or sumthin like that, but I still have pokemon red for gameboy and play that sometimes.
