They've been hinting at it since early in season four when they introduced The Flash, I also believe that Clark mentions the "JLA" to Arthur Curry in series five.

i rli hope they do make lyk a justice league cos they have clark, flash,green arrow, hydro or wot eva the quick swimmer was called, and that girl that was lyk cat woman or w.e.

I think it's really good, keeping it fresh and all tht! Still were we not supposed to realise it was Oliver, I mean come on!!!

Nope that was Shawn Ashmore. The guy that plays Jimmy is Aaron Ashmore. They are twins. But i see where the mistake comes from.
