Because then when you pour the hot water in the cup the sugar melts and isn't all grainy in the bottom. Well, I guess you could just stir it, but my laziness has once again shown itself... :/
Well, I usually first put the tea in my cup and then the sugar so it can melt. I don't mind stirring, but it makes things easier. Then I add some milk and voila a perfect cup of tea.
@ roundabouts - I think people traditionally put milk in the cup first to act as a buffer for the hot water. If the China cup was low quality, the hot water would make it shatter. The milk would cool the water a bit.
I'm assuming you mean a cup of tea for yourself. Well, if I'm brewing loose tea, the sugar and cream go in first. If a tea bag, then just the sugar and the bag are placed in first.
