Cashman and Berryhill

This one is driving me crazy. (although some say that is not very hard)
Who are Cashman and Berryhill? They seem to have more power than the president. In Noel when a jet fighter had strayed from it's group and failed to respond to radio inquiries, President Bartlet told the reporters they should "...stick with Cashman and Berryhill, they will know when the jet has been painted before I will," How is that possible?
