No. Tsubasa doesn't have anythign to do with cardcaptors except for the fact that it has some of the same characters. Clamp often uses the same characters in diffrent stories.

I don't feel like answering this question as well since this is such a lovely answer. Thus, I'll add on here, if Sora_lover666 doesn't mind. Tsubasa is actually newer than CCS, not older.
