Kon for a certainty is one of the more annoying characters to the majority of Bleach characters, as is Don Kanonji. But hated, I'm not so certain. I'll answer the question in two ways. First, the most hated character in terms of sheer number of characters who hate him is Barragan Luisenbarn. I don't think there's any low level hollow in Hueco Mundo who has any love for him, and the Espada certainly don't. I mean, he has them kill each other for sport. There are tons of hollow, so he gets that one. As for the most hated by regularly appearing characters, probably Urahara. He's highly untrustworthy, he has a bad history with several captains, and he almost always has a lazy or cocky attitude.
Just as a note here, Barragan and Urahara are two my favorite all time characters.

I didn't know that about Barragan.. And I also never thought about Urahara as the most hated, too. Wow.. I'm bad at knowing or remembering characters histories!
Heh, I try to keep track, though with these two characters, I just really adore how Tite Kubo made them (beyond a couple of issues here and there) so I keep track of those factiods.
Kon has to be on everyone's list somewhere. He outright ruined the potential epicness of the Regai arc. Also, a personal yet very strong distaste of mine is Hitsugaya, for more reasons than I can count, but the most prominent being that he should have been killed several times, but somehow survived.
She's not the most hated character by other characters though. Toshiro loves her and Kira and Renji both are friends with her, plus I have never actually seen a Shinigami express their dislike of her, though I'd imagine Soi Fon would probably despise her for being a weakling.
Nnoitra... I think a lot of Hollows hate him, because of his arrogant manner.
As for Shinigami, I think Gin probably cops it the most, followed by Tousen.
And, for the World of the Living, Kon is probably the most hated, or Don Kanonji, or Keigo.
