Who do you think can identify as a woman?

If you want context, I go to a women's college that accepts anyone other than cis males, and that's pretty much how I define "woman." Anyone can self identify as a woman as long as they're not a cis male. I occasionally call myself a woman because I'm genetically female even though I'm not cis. Opinions?
