I thought for a while and decided on this, I think the evil queen, the queen Grimhilde, is actually mother Gothel. Now I will tell about their similarities:
1- Eyes. They both have green eyes.
2- Black hair. They both have thick, black hair.
3- Both of them try to stay young and beautiful.
4- Both turn into old hag.

Yes, they look very similar. But there are also changes. Mother Gothel, unlike Grimhilde, raised Rapunzel well and took good care of her.
There is a very logical Disney theory. Queen Grimhilde did not die when she fell from the stone at the end of the movie, and she rolled over and found the flower as an old hag. She was empowered by the flower, rejuvenated, and then implemented a different plan than before.
