For the second year in a row, Haley James Scott has taken out the top spot in our top 10 coolest TV mothers poll, and is it really any surprise? She’s young, cool, intelligent, and goofy. She may be mother to young Jamie, but up until recently she was also the much loved English teacher at Tree Hill High, and thus a trusted authority figure in many of her students’ lives.
