What's the difference between the trace and keeping track of magic by location?

In book two did the ministry know about dobby's magic because they kept track of Harry's location or because dobby was near Harry. It says in book four that in a household where there are adults and minors, they can't keep track of who does what but they trust the parents to enforce the no magic rule.

The Ministry dfoes not track underage magic by location, but by person. Recall the Patronus Charm Harry cast in book 5. The Ministry knew about it because the Trace tracked Harry's spells.
In magical homes, there are spells being cast around the underage childrenalmost constantly, making it nearly impossible tok identify the child's spells.
