Does anyone know if Jibbs was ever together in DC, or was it only Europe?

I'm writing a Jibbs one-shot about one night when Jenny asked Gibbs to "stay" and she didn't take no for an answer (mentioned in 5x09, "Lost & Found"). I want to get my facts straight before I publish anything.
