how do you know when a manga is finished?

Well, that's actually a tricky question, Some come to an end unfinished either the author, for some reason, never completes it (actually know of one author that died) or the publishing company stops distributing.
Also there are stories that have a story conclusion but the author will continue the series on a different arc, like Vampire Knight. Or they could possibly decide to extend the story due to popularity, like Fushigi Yuugi.(in my opinion dragged on too long)
But when a story is totally finished it should say end (which sucks when i see that on a particularly good story an it ends up being a one shot), and/or the author themselves will specifically say so in the end comments.

but what if you read it on the internet? There are some chapters where there says "END" or something.. but on others it still says "Ongoing" when it was finished years ago.. it sooo complicated .. --.--

Hmmm, yea that is complicated. Most online are scanlations done by amateurs/fans so it just depends on the particular place or site you go to on what any certain one has or cares to continue. if you see ongoing, it may mean "they" have decided to stop at a point in the series without continuing it. or there maybe side stories, bonus stories, or it could just mean they couldnt acquire an more to "scanslate".... i dont read manga online much so i'm just kinda guess'n here lol. but i hope this helps alittle XD
