It's spamming and it's not going to be stopped by you posting it on unrelated topics. If you think it needs to change, then actually do something about it, rather than sitting on your butt posting images on the internet. That's not how we stop things from happening.
Even if animals are completely equal to humans (Which I don't believe they are, but still), it could easily still be okay to keep animals restrained somehow for their own safety. We do the same thing with babies and cribs. Most dog owners chain them so they don't chase a car and get flattened. When that is no longer worse than confinement, go ahead and post pictures like that.
Actually, it is much better to keep a dog in a kennel then to chain them, if that is the only way to keep then safe. Google it if you can't tell that by yourself. But if you can't treat a dog like a family member, then you should not have a dog. If you chain a dog, then you should not have a dog, plain and simple. And I am not the only one who thinks that, there is a law against chaining dogs in some places.
