My favorite thing in the Teenage Mutant Ninja Turtles franchise is the villains. The turtles have both threatening and silly villains to constantly deal with. This list is about the antagonists that I like the most.

5. Baxter Stockman

Baxter Stockman is a scientist who often helps out Shredder. He was a sympathetic character in the original show, because he was a decent person who got tricked into doing bad things for Shredder. In other versions he's a mad scientist who's willing to be a antagonist to get what he wants. Either way Mr. Stockman is a interesting and entertaining character.

4. The Foot

The Foot are a group of ninjas that work for Shredder. They are far cooler than most villain sidekicks. In the original show they're arguably more threatening than Shredder. Plus their costumes are cool.

3. Dregg

Dregg is a alien who is the villain of the last 2 seasons of the original animated show. He was a menacing threat to the turtles. However his best quality is being played by 1 of the awesomest actors ever, Tony Jay. Dregg is already cool enough, but with Mr. Jay's evil voice he's 1 of the turtles' coolest villains.

2. Krang

Krang is 1 of the main villains of the original show. He's a brain who works with Shredder to rule Earth. He's smarter than Shredder. He is 1 of the funnest characters in the TMNT franchise, because of his amusing scenes with Shredder and his amazing voice. Any version TMNT that doesn't have him is doomed to be not very good.

Shredder is the main villain of the TMNT franchise. He's been a threatening and serious villain, but he's also been a silly villain. Either way Shredder is the character in the TMNT franchise that I like the most. Well Krang is a close second, but don't Shredder. In the original show Shredder is the funnest character and in the 2000s' show he's the coolest character.
