In The City, there's a district governed by other laws: The Shadow.
In the Shadow, it's allowed to sell and buy drugs (common ones and emotions), prostitution, mafia and organs traffic because sometimes even the White Bullets can't walk into there if they don't want to risk their own lives.
The emotions are patches (created by the presidential labs to keep people stoned and distracted of the huge crisis) that induce a specific feeling. There are 10 differect types of emotions: happiness, sleep, oblivion, honesty, fury, bliss, witty, mellow, anger and rage. (About 7 months ago, bliss was so used that mutated into a fatal virus who killed hundreds of people)
