Is there anyway to report someone on youtube?

There's this 10 or 11 year old girl on this one Hetalia video who literally wont stop trolling. She's been cursing, attacking, and even threatening people there in the comments. I saw her there months ago and I go back to the video and she's still there. Almost every single comment someone post she replies back saying something like, "YOUR A RETARD!", or "NOBODY GIVES A SHIT!", or something insulting the show.

Ugh, she's not letting up at all. it seems that people in the comments have been trying to ignore her but she seems to just get worse and worse with her replies.

Is there anyway I can report her at all? Or contact the people who run youtube?
