Here the first part of the best Disney Princess minor villain count down. Since there are thirty-three characters in the count down there will a total of three articles each with eleven characters. Remember this isn't my personal opinion, these were voted by the fans. Enjoy!
Scary Trees (Snow White and the Seven Dwarfs) I'm not surprised they were the first to go since they pose no actual threat to Snow White. They're very scary but in reality they're just trees.
Frog Hunters (The Princess and the Frog) While they do pose a threat to Tiana and Naveen, in frog form, most fans argued that they seemed more stupid than scary. Some fans also claim they were an unnecessary part of the movie, and didn't fit in very well.
Wolves (Frozen) They are antagonistic, in that they do threaten the lives of our hero and heroine, but most fans were not too impressed. Fans argue that they added nothing to the plot and are just filler. Some fans even claim they're a rip-off from the Beauty and the Beast wolves.
Goons (Sleeping Beauty) A few fans say they found them entertaining. However most users claim that they're much more stupid than threatening, and that they add nothing to the plot. Others question why Maleficent trusted them, and say that it makes her look dumb to do so.
Vultures (Snow White and the Seven Dwarfs) Here's another Snow White antagonist, that doesn't actually try to harm her. They're scary but again they pose no threat to our heroine, some fans question if they're even antagonists. And I admit I'm one of them, but they're listed on the Disney Villains Wiki...so.
Glut (The Little Mermaid) His scene is entering, and scary at the time. But some fans claim that he was just filler and added nothing to the plot. Others said they didn't like him because he lacked personality.
Wolves (Beauty and the Beast) While they're very similar to the wolves in Frozen fans seemed to prefer them. Users argued that they served a great purpose in the story than the Frozen wolves, as mentioned above that the Frozen ones were copied from them.
Prince Achmed(Aladdin) Some fans found his scene entertaining. While others claim that because he was in the movie for such a short period of time he lacked personality, and therefore was not a very entertaining character.
Mob (Beauty and the Beast) While the mob does have an entertaining scene, and let's face it a pretty cool song, several fans claim that they added nothing to plot. Others say that the fact that the enchanted objects beat them made them look a lot less threatening.
Huntsman (Snow White and the Seven Dwarfs) And here's our third Snow White antagonist in this section. He starts out posing a threat to her life but reforms pretty quickly. Some fans liked him because of his reformation, saying that he's more of hero than a villain. Other fans claim that his reformation made him a "bad" villain.
Wiggins (Pocahantas) Wiggins does have his fans who found him quite entertaining and enjoyable to watch. However most users claim to have found him just annoying. And all users rather they love or hate him seem to agree that he's not much of an antagonist.

This is my opinion only. But I believe the reasons that Evil Queen from Snow White and Lady Treamine from Cinderella mistreat the titular characters is different from the in-story explanation.
Evil Queen used the fact Snow was pretty as an excuse to get rid of an heir to the throne which I presumable that the Queen was ruling for Snow.
Lady Treamine's daughters might be older by a few months in the animated Disney movie. And back in those days older daughters were suppose to marry before younger ones.
I don't really have a reason for Edward's step-mother, Narcissa. But I assume that the Kingdom is suppose to be run mostly by a Queen?
