Thirteen Years Ago.
In a circus trailer shrouded by the forests of Romania, a mother and father cradled two children in their arms. John cooed softly to the baby girl in his arms, while Mary rocked the boy.
A sharp rap on the trailer door made both parents look at each other in terror, then to their daughter, sleeping soundly. “Hide her,” Mary hissed desperately. “Quickly!”
John rushed to the bedroom and sat on the bed, wrapping the baby in blankets until only her face was showing. He placed her gently in the crib at the end of the bed and snuck out quietly but quickly. As soon as he sat next to his wife and started playing with his newborn son’s nose, the door crashed open and two strangers came in. One was shorter than the other, and both their faces were covered in shadows.
“Where’s the child?” the taller one said, his voice low and grave.
Mary stood, looked at John who nodded softly, and then turned to present the baby to the taller man. She then pulled back and sat with John, who placed his hands on her shoulders as tears shone in her eyes.
The man inspected the baby’s face and allowed the newborn to grip his finger, nodding. “His name is Richard. No powers for this one, but he will be given the gift of perfect aim.”
John squeezed Mary’s shoulder reassuringly. “And.. the other name?”
The shorter stranger looked at the child’s dark hair. “Nightwing. District 11.”
Mary sighed, taking the baby from the taller one’s arms. “Th-thank you,” she whispered, unsure of herself.
The men nodded once to both of them and placed two black escrima sticks on the kitchen table. “His signal receiver.”
They went to head out the door while John warily inspected the sticks from afar. A sudden cooing emitted from the back, freezing all the adults. John laughed nervously. “He, uh, just woke up.”
The men turned and looked at Richard until another sound occurred. The baby boy was still sound asleep. Raising an eyebrow at John, they headed towards the bedroom as Mary broke into tears. “Please,” John pleaded helplessly. “Please, don’t!”
The short man brought the small bundle, looking down at the small girl. “Another?” he asked quietly, not mad, but not pleased either.
“We didn’t know she was coming, and you said our child... She doesn’t have to be in the games... please, don’t make her go! Isn’t our son enough for you?” Mary cried.
The two men looked at the woman, then down at the small bundle, whose blue eyes were bright and wide as she continued to coo cutely.
“Her name will--”
“No!” the parents shouted, making Richard wake up and cry, but the men continued on.
“It will be Kyra. We are giving her powers of flight, fire, disguise and mind. The skill of song and aim are given as well.”
Mary looked at her daughter, finally giving up, knowing it was too late. “What else?” she choked out.
“Phoenix, District--”
The two men stopped, staring at each other. They’d already filled up the games. Where would this one go? Then, the taller man took a part of the baby’s bangs and ran it between his thumb and forefinger.The strands shone a brilliant gold, then dulled slightly, becoming more natural blonde gold.
The short man looked directly into John’s eyes, and for a second the father swore he saw a flash of red. “District 13.”
Mary sobbed out when she realized that they hadn’t even needed her daughter in the games. John took the small girl in his arms sadly, looking down at the golden streak that was in Kyra’s hair.
A small gold chain wrapped itself around the baby’s neck, ending in a small locket heart. The strangers left without another word, leaving the two future tributes and devastated parents in their wake.
Here’s the actual type of ‘plot.’
The games are worldwide instead of in one arena, because the entire world is the arena. There are three gamemakers: one in heaven, one in hell, one on Earth. The two that visited Mary and John are from heaven and hell.
Every 25 years, 12 names are called of 12 different cities and of different couples in that city. The next child of that city will participate in the world games. They are given skills and/or powers by the gamemaker, as well as a District and ‘signal receiver.’ The games, however, do not begin until the youngest player comes of age (13).
At that time, a signal is sent out over the world that makes the receivers light up. The participants then get a text or email from an unknown number that says what cities are which districts, and the other participants’ names. They do not get any idea of what the other participants look like or where they live, etc.
The players must race to each other to kill each other. The longer they take, however, the more things go wrong in the world. For example, if it takes more than 5 days for Kyra to find someone to kill in another district close to her, then a random volcano will grow in Gotham and ruin it. Or, a snow storm will hit Tampa in the middle of June.
The signal receivers glow every time you kill someone, but you have no idea if there are any people left in the game or where they are. The only way to know is if you are the last person left. Then a voice will tell you you’ve won, and you can continue on with life.
So, yeah! A forum will be up tomorrow if you want your OC in it. It’ll ask which District you want. Careful, some may already be taken, because it’s one girl and one boy per district. So, yay!

Past: Raised in the “School”. Escaped with other kids around the age of ten, she split from the flock, and went on her own, finding her way onto the team around the age of 14. Nudge became Evil and split the scene, never to be seen again. On her way to freedom, she captured once again. They wiped her memory, having some bits and pieces, she remembers every one. Just not what she did to everyone.

Fang snapped upright, resulting in slamming his head on the metal dog crate he was sitting in.
"Ow...Where the.." Fang eyes became wide when he figured out where he was. He turned when he felt eyes staring him down. He glanced to the side, and came face to face with Angel, the youngest of the flock he was in.
"Angel!?!"
"Hi..Fang?" Angel stared slightly past him.
"Angel...." Fang waved his hand, "I'm right here..." Angel looked directly at him.
"I-I can't see. They done what they done me to Iggy....Only everything is muggy and gray." She pulled her knees up to her chest. "And Fang."
"Yes Angel?"
"They took your wings" Angel scooted back and a strong arm jerked Fang out from his crate.
