OK. I'm confused. Is Ted Tonks a Muggle or a wizard?

OK. Well I just finished th Deathly Hallows again and it said that when Harry, Ron and Hermione were listening in on the conversation on the riverbank that he was on the run because he was on the list of muggle borns. That confuses me.

However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact by the 7th book, Ted Tonks is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
