Are you asking if I think she would've fallen for him? If so, it depends. Honestly, she was just starting to gain her trust in people again, right when Jacob gets all involved with what she views as her personal-vampire-problems. Before she jumped the cliff, even though Jacob didn't really know it, if you reread, you'll see that Bella and him were not on the best of terms. Review how she feels about him going after Victoria, how she thinks that he too may soon be taken visciously from her. She doesn't want that, exactly the reason she jumps the cliff. And as she falls, she doesn't think about Jacob. She thinks of Edward, and she doesn't feel grateful when realizing she's alive... in Jacob's arms. Therefore, I think that even though she thinks that she's getting better with Jacob there, she is really only getting more miserable, because every day, it's no different than before Jacob. She just feels that she has someone who'll be there for her until she's gone. In my opinion, anyway, and this to me means that no, she wouldn't have chosen Jacob. Because even though she'd began developing feelings for him, she'd never be able to show them, for her vulnerability was to such an extent that she'd never put her heart out there for anyone else, because the only person she'd ever put her heart out... stole it... and won. (I love you Edward!)

She starts to gain trust again. But in an ET interview, Kristen Stewart said, "I know what the better option is, but I'm just gonna hold out for the best." And basically, she's saying that Jacob is the better option for her, but the best in her heart is Edward and will always be Edward. Kristen's statement I thought was really true to what Bella is thinking. She knows Edward's gone, but can't move past him. Bella- "It's him and it will always be him." and pg. 376 of New Moon, Bella says, "He [Edward] wouldn't begrudge me this, giving just a small bit of the love he didn't want to my friend Jacob. After all, it wasn't the same love at all." It wouldn't be the same love even if she did fall for him. Which she didn't. She loves him, but she isn't in love with him.
